PILA was established in May 1997 as a short-term response to the immigration provisions of the 1996 Federal Welfare Reform Act. Formerly known as the Northern California Citizenship Project (NCCP), our first phase of activities involved 70 collaborating agencies in 12 Bay Area counties who assisted over 45,000 immigrants in the citizenship process. In January 2000, we shifted focus to support civic and political participation of newly naturalized citizens and other immigrants. We devoted the last six years to strengthening an immigrant-led movement for social justice by building the capacity of community organizations for grassroots immigrant leadership development, electoral participation, parent empowerment and other diverse types of civic participation.
