PILA has been supporting voter education efforts for over nine years. In 1998 we developed the New Citizens Vote! Curriculum. The curriculum has proved to be a valuable resource for a wide range of organizations nation-wide, and in some cases internationally.

We piloted our first Mobilize the Immigrant Vote Campaign and Capacity Building Series in 2002 with 16 Bay Area community based organizations.
MIV 2002 Report
In 2004, PILA led 2 major voter mobilization projects including the Mobilize the Immigrant Vote 2004 Bay Area Capacity Building Series and the Mobilize the Immigrant Vote 2004 California Campaign. MIV 2004 Capacity Building Report
And in 2006, PILA released the MIV toolkit to support organizations across the country in planning and implementing movement building elections with their immigrant communities. We also led the capacity building component of the statewide 2006 Mobilize the Immigrant Vote Campaign. Online version now available!!!
PILA's Electoral Strategy
PILA’s electoral strategy links three critical components – registration, education, and mobilization – using innovative multi-lingual tools developed to address unique language and cultural barriers and information gaps in low-income immigrant communities. Beyond the critical work of increasing and diversifying the electorate, PILA sees elections as one strategy in the long-term movement for social justice. Our movement-building approach to electoral work links elections issues to ongoing organizing in our communities by:
- Building grassroots immigrant leaders;
- Increasing visibility of local organizations and issues;
- Catalyzing new relationships and alliances among diverse organizations and communities
Mobilize the Immigrant Vote (MIV) Bay Area Capacity Building Series
The MIV Capacity Building Series is an intensive 6-9 month training and
technical assistance program modeled on the structure of PILA’s Leadership Development Training Series (LDTS). It includes:
- Seven full-day training and peer learning sessions
- An extensive toolbox of multilingual materials
- Mini-grants to support campaign implementation and full participation of community leaders
- Individualized technical assistance on campaign workplanning and documentation
“The trainings provided me with the tools I needed to take back to my
community, as well as direction in how to begin my elections work.”
- Lucy Hernandez, SIREN
“I did not know anything about how to organize an elections campaign. By the end of [MIV], I was looked to as an expert”
- Malana Willis, CARECEN
“MIV has given me an incredible amount
of confidence to help me be one of many community-minded folks to
mobilize others to act.”
- Romeo Garcia, Pilipino Bayanihan Resource

Mobilize the Immigrant Vote (MIV) California Campaign
Drawing from the many lessons and tools from PILA’s Bay Area MIV capacity building programs, in 2004 we spearheaded and led the Mobilize the Immigrant Vote California Campaign (MIV), a collaborative effort with five other immigrant rights and anti-poverty networks and coalitions. PILA’s local capacity building model and voter education expertise provided a basis to craft and implement the statewide campaign. PILA shared tools and lessons from 2002 MIV pilot effort and the 2004 Bay Area Capacity Building program with over 100 organizations that joined the statewide campaign through regional training sessions and via web.
For an in-depth evaluation of the MIV 2004 California Campaign, see our campaign report.
The MIV statewide campaign is now a fiscally sponsored project of PILA and is led by a steering committee of the six collaborative partners including PILA. For more information about the statewide collaborative go to www.mivcalifornia.org.
